Item No. 13 <br />TO: Mayor, Mayor Pro Tem & City Council <br />FROM: Rose Beverly, City Manager <br />Rob Vine, Deputy City Manager <br />Todd Mittge, City Engineer <br />Stephanie Harris, City Attorney <br />SUBJECT: 7th Street SW Reconstruction Cost Share Agreement with Casey's <br />DATE: April 28, 2025 <br />ro-TWOM911011im <br />The City of Paris has an opportunity to partner with Fikes Wholesale, Inc. (Owner of CEFCO) to <br />rebuild 7th Street SW into a concrete roadway. Due to the heavy truck traffic, the asphalt roadway <br />will not support the heavy loads. Fikes Wholesale has agreed to split the cost 50/50 with the City <br />to get this project done. The project is estimated to cost $290,895, which includes geotechnical <br />testing (already performed), and 3rd party materials testing during construction. <br />STATUS OF ISSUE: <br />The project is located on 7th Street SW from Loop 286 south to the CEFCO second entrance. This <br />will be a full depth concrete replacement project and is a 50/50 share with CEFCO South. When <br />CEFCO South was built, the City should have, and did not, require CEFCO to replace this road to <br />accommodate heavy truck traffic during the development process. Consequently, the existing <br />asphalt road has continually required repair since opening of the station due to said heavy truck <br />traffic, and it is currently in a significant state of disrepair which affects both the ability of the <br />general public to use the street and for CEFCO's trucking customers to access their station. The <br />City is not in a position to 1) continually repair this road indefinitely to maintain access, nor 2) <br />shoulder the full cost for replacement of this road. We are also in a challenging position to require <br />CEFCO to replace this road now that their development has already occurred. CEFCO has agreed <br />to work with the City to cover 50% of the cost. They have been very good to work with and staff <br />believe this to be an amiable solution. This roadway impacts their business, Chisum ISD and <br />several businesses along 7th SW, south of Loop 286. It continues to be a maintenance drain on our <br />
