Regular Council Meeting <br />April 14, 2025 <br />Page 4 <br />Kessel agreed with Mayor Pro -Tern Savage. Mayor Pro -Tern Savage said they needed to do <br />something because he saw one 5 -in -5 structure that looked like a shed. Council Member Putnam <br />said that is the one that made her bring this up and that lots were being sold for $ 1.00. Council <br />discussed square footage requirements, pitch of roofs, flat roofs, landscaping and getting with <br />developers. Mayor Pro -Tem Savage it would be great if Staff could figure something out and <br />bring back to Council Ms. Harris said she could revise the guidelines. <br />14. Discuss a city-wide Rental Home Inspection Program; and provide direction to staff. <br />Building Official Duke McGee said there was currently no enforcement mechanism or <br />standard policy for city wide rentals. He reviewed key reasons as to why inspections were <br />important and stated that a large percentage of complaints received were about life safety issues <br />or substandard living conditions in rental units. <br />Mayor Pankaj suggested they look at other communities and come up with a solution. <br />City Council discussed frequency of inspections, who would be responsible for paying the <br />inspection fee, the time it would take for staff to do this, and targeting rentals as opposed to every <br />house. Council Member Norment said a person who owned their own home was not going to <br />live in a sub -standard home. Mayor Pro -Tem Savage questioned whether or not they wanted to <br />insert themselves in private matters. <br />City Manager Rose Beverly said good landlords would not mind a program like this <br />because it helps them, and that she would prefer to use a third -party inspector. Mayor Pro -Tem <br />Savage said they could ramp up code enforcement on sub -standard homes but perhaps only on a <br />complaint basis. Mr. McGee said it was complaint based at this time. Mayor Pankaj suggested <br />staff look at other cities and come back with pros and cons. <br />15. Receive update on special projects to be funded out of the $400,000.00 received from the <br />Solar Farm Disannexation Project. <br />Deputy City Manager Rob Vine said after the March 24 City Council meeting, Staff <br />narrowed the list but believed that they could narrow the list more if allowed to bring this back <br />in May. <br />Council Member Putnam inquired if the HOT funds had been identified, specifically the <br />use for a parks and recreation plan such as a design company to look at existing parks. Mr. Vine <br />said it would cost around $120,000.00 and asked if she wanted it added to the list. Council <br />Member Putnam answered in the affin-native. Council Member Moore inquired if anything on <br />the list was on the west side of town. Mr. Vine said they purposely picked amenities and not <br />areas. Council Member Moore wanted to know if they could add something. Mayor Pankaj said <br />if anyone knew of anything to let Staff know. Council Member Norment wanted to know how <br />much HOT money was brought in each year. Mr. Vine said approximately $49,000.00 annually. <br />Council Member Norment inquired about the amount in reserves. Mr. Vine said approximately <br />$515,000.00. City Attorney Stephanie Harris said HOT funds must be used for certain things, <br />like "heads in beds." Council Member Putnam said she got asked all the time if Paris would <br />
