Item No. 23 <br />TO: Mayor, Mayor Pro -Tem & City Council <br />FROM: Rose Beverly, City Manager <br />SUBJECT: Creation of a Senior Management Local Government/HR Analyst Position <br />DATE: June 9th, 2025 <br />BACKGROUND: Many local governments have established or are in the process of creating <br />analyst positions to provide essential support across departmental operations. Considering the high <br />volume of current projects and the need for the City Manager to maintain regular engagement with <br />staff, Council, and the community, I am recommending the creation of a Senior Management <br />Analyst position. This role would be established in lieu of filling the previously budgeted Assistant <br />and/or Deputy City Manager position. <br />STATUS OF ISSUE: The City of Irving's job description for a Senior Management Analyst <br />provides a strong example of the type of support this role can offer: <br />"Under general direction, this role is responsible for providing complex research, analysis, and <br />support for citywide project management. This includes identifying and developing <br />organizational benchmarks, preparing related reports, conducting complex studies, research and <br />analysis on a wide range of municipal programs and functions." <br />(City of Irving Job Description, Irving, TX - Official Website) <br />This description closely aligns with the intended responsibilities for the proposed position. In our <br />organization, the analyst would report directly to the City Manager and would also provide <br />support for Human Resources functions, including but not limited to: <br />• Reviewing and updating the Personnel Handbook <br />• Assisting with onboarding and recruitment <br />• Supporting benefits and insurance administration <br />RECOMMENDATION: Approve the addition of the analyst position within the City Manager's <br />office. <br />BUDGET: An Assistant City Manager position was funded in the current fiscal year but has not <br />and will not be filled. These allocated funds can be repurposed to recruit and support the salary <br />
