Item No. 8 <br />Memorandum <br />TO: City Council <br />Rose Beverly, City Manager <br />FROM: Randy Tuttle, Assistant Chief of Police <br />SUBJECT: 2025 STATE HOMELAND SECURITY PROGRAM APPLICATION <br />DATE: June 9, 2025 <br />BACKGROUND: The Texas Governor's Office recently announced that grant funding through <br />Ark -Tex Council of Governments is available from the 2025 State Homeland Security Program. <br />STATUS OF ISSUE: The City of Paris submitted an application in the amount of $28,375.00 for <br />a grant under this program to purchase water -cable barriers and trailer. These barriers will be used <br />to harden the perimeter around local events when streets are closed to traffic in order to provide <br />greater protection to our citizens attending and participating in events. The barriers can also be <br />deployed to protect critical infrastructure facilities from vehicular traffic if needed. The trailer will <br />be utilized to transport the barriers. A resolution of support from the governing body is required to <br />be submitted with the application. <br />BUDGET: The grant will completely fund this project so there will be no impact to the current <br />budget. <br />RECOMMENDATION: Recommend council approve the resolution in support of this project. <br />
