RESOLUTION NO. 2025-025(A) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS SUPPORTING AN APPLICATION FOR A GRANT FROM THE 2025 STATE HOMELAND SECURITY PROGRAM AND THE ARK-TEX COUNCIL OF GOVERNMENTS FOR THE PURPOSE OF FUNDING THE ACQUISITION OF POLICE BARRICADES; AUTHORIZING THE CITY MANAGER AS GRANT OFFICIAL, THE FINANCE DIRECTOR AS FINANCIAL OFFICIAL, AND THE ASSISTANT CHIEF OF POLICE AS THE PROJECT MANAGER TO SIGN AND PREPARE DOCUMENTS NECESSARY FOR APPLICATION FOR AND ADMINISTRATION OF SAID GRANT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Office of the Governor has announced that grant funding has become available from the 2025 Homeland Security Program and the Ark - Tex Council of Governments; and WHEREAS, the Paris Police Department has submitted an application for a grant in the amount of TWENTY EIGHT THOUSAND THREE HUNDRED SEVENTY-FIVE DOLLARS ($28,375.00) to purchase water -cable barriers to be used to harden the perimeter around local events when streets are closed to traffic, and a trailer to transport the barriers to provide greater protection to our citizens; and WHEREAS, said grant, if awarded, will fully fund the purchase of the water -cable barriers without impacting the budget of the Department; and WHEREAS, the City Council of the City of Paris supports said grant application and designates the City Manager as the Authorized Official, the Finance Director as the Financial Official, and the Assistant Chief of Police as the Project Manager to be the City's authorized officials with the power to apply for, accept, reject, alter, or terminate the grant on behalf of the Paris Police Department; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved and are incorporated herein for all purposes.
