Item No. 9 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem and City Council <br />City Manager, Rose Beverly <br />FROM:Dukc McGee, Building Official, Assistant Director Community Development <br />SUBJECT: Brycers (The Compliance Engine) Cntract <br />DATE: June 23, 2025 <br />BACKGROUND: In February 2024, the City of Paris adopted a Cross -Connection Control <br />Program, designating The Compliance Engine (Brycer) as the city's official electronic reporting <br />system. However, the contract with Brycer has not yet been formally signed. <br />STATUS OF ISSUE: The City of Paris has an estimated 5,000 — 7,000 backflow devices requiring <br />annual inspection and testing, as mandated by TCEQ and the EPA. Currently, only about 900 <br />devices are registered, and the city operates on a "trust" system for compliance. Over the past three <br />years, the city has been working to identify and document all devices connected to the drinking <br />water system. <br />Currently, the city charges a $25.00 fee per device per inspection. Under the proposed system with <br />Brycer, contractors would be charged $20.00 instead, reducing the cost by $5.00 per inspection, or <br />a 5%, reduction in costs for both contractors and property owners. <br />BUDGET: This ordinance has no significant impact on the budget. <br />STAFFS RECOMMENDATION: Approve the Agreement with Brycer, LP for services related <br />to backflow prevention. <br />
