Regular Council Meeting <br />June 23, 2025 <br />Page 4 <br />Historic Districts, 43 structures on the list of vacant commercial buildings, and 24 structures on <br />the list of vacant residential buildings. Ms. Bedford went over the timeline of identification of <br />vacant buildings, written notice, inspections and the complaint process filed in Municipal Court <br />against owners that fail to comply with violation notice. Mr. Talley and Ms. Bedford gave the <br />statistics for 2025. <br />Mayor Pankaj asked that item 21 be moved up on the agenda. A Motion to move item <br />21 up on the agenda was made by Council Member Attebury and seconded by Council Member <br />Norment. Motion carried, 5 ayes — 0 nays. At 6:27 p.m. Mayor Pankaj recessed the City Council <br />for a five minute break. <br />21. Discuss and act on RESOLUTION NO. 2025-034: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING THE FORESTBROOK <br />PUBLIC IMPROVEMENT DISTRICT NO, I PRELIMINARY SERVICE AND <br />ASSESSMENT PLAN, INCLUDING THE PROPOSED ASSESSMENT ROLL; <br />DIRECTING THE FILING OF SAID PROPOSED ASSESSMENT ROLL WITH THE <br />CITY CLERK; CALLING A PUBLIC HEARING TO CONSIDER AN ORDINANCE <br />LEVYING ASSESSMENTS ON PROPERTY LOCATED WITHIN IMPROVEMENT <br />AREA NO. I OF SAID DISTRICT; DIRECTING THE CITY CLERK TO PUBLISH <br />AND MAIL NOTICE OF SAID PUBLIC HEARING; PROVIDING AN EFFECTIVE <br />DATE; AND RESOLVING OTHER. MATTERS INCIDENT AND RELATED <br />THERETO. <br />City Attorney Stephanie Harris said Mark McLiney with SAMCO was present at the <br />meeting, and Jaime Schulte with P3 and Chris Settle with Parkhurst & Horton, LLP were <br />attending through TEAMS. <br />Ms. Harris explained that last year City Council set up the structure that created the Public <br />Improvement District, comprised of approximately 59.62 acres of land at the Forestbrook <br />housing development site in southeast Paris. She said the purpose of the PID was to allow the <br />issuance of bonds to provide funding to the developer, Lone Star Planned Developments, LLC <br />for construction of authorized improvements consisting primarily of infrastructure related to the <br />project. Mr. McLiney said the purpose of this matter was to call a public hearing on July 28, <br />2024, as required by law. Mr. McLiney and Ms. Schulte answered questions from City Council. <br />A Motion to approve this item was made by Council Member Norment and seconded by <br />Council Member Attebury. Motion carried, 5 ayes — 0 nays. <br />13. DiSCLISs and act on authorization to issue requests for proposals for administrative <br />services (RFP) as a disaster recovery management service provider to complete <br />application and project implementation and requests for qualifications (RFQ) for <br />engineering services for the Federal Emergency Management Agency (FEMA) Public <br />Assistance (PA) Hazard Mitigation Assistance (HMA) funding administered by the <br />Federal Emergency Management Agency, Texas Division of Emergency Management <br />and/or Texas Water Development Board. <br />
