headwalls, rock rip -rap, pond outfalls, testing, and all other necessary appurtenances <br />constructed to City standards required to provide adequate drainage within Improvement <br />Area #1. The storm sewer improvements will be owned and operated by the City. <br />■ Soft Costs <br />Costs related to designing, constructing, and installing the Improvement Area #1 <br />Improvements including land planning and design, City fees, engineering, soil testing, <br />survey, construction management, contingency, legal fees, and consultant fees. <br />C. Bond Issuance Costs <br />■ Debt Service Reserve Fund <br />Equals the amount to be deposited in a debt service reserve fund under an applicable <br />Indenture in connection with the issuance of PID Bonds. <br />■ Underwriter's Discount <br />Equals a percentage of the par amount of a particular series of PID Bonds related to the <br />costs of underwriting such PID Bonds. <br />■ Underwriter's Counsel <br />Equals a percentage of the par amount of a particular series of PID Bonds reserved for the <br />underwriter's attorney fees. <br />■ Cost of Issuance <br />Includes costs of issuing a particular series of PID Bonds, including but not limited to issuer <br />fees, attorney's fees, financial advisory fees, consultant fees, appraisal fees, printing <br />costs, publication costs, City's costs, fees charged by the Texas Attorney General, and any <br />other cost or expense directly associated with the issuance of PID Bonds. <br />D. Other Costs <br />■ Deposit to Administrative Fund <br />Equals the amount necessary to fund the first year's Annual Collection Costs for a <br />particular series of PID Bonds. <br />SECTION IV: SERVICE PLAN <br />The PID Act requires the Service Plan to cover a period of at least five years.
