by the Act and more frequently as may be required by the Service and Assessment Plan or as deemed necessary or appropriate by the City. Section 4. 1,M,provement Area #1 Assessment Roll. The Improvement Area #1 Assessment Roll is hereby accepted and approved pursuant to Section 372.016 of the Act as the assessment roll for the Improvement Area #1 Assessed Property for all purposes. Section 5. Le)a.,..and fo ment of Imimovernent Area #1 Assessments for Costs of the .Lm+ v ..R,rovement Area #1 Projeck, (a) The Council hereby levies the Improvement Area #1 Assessments on each Improvement Area #1 Assessed Property, as shown and described in the Service and Assessment Plan and the Improvement Area #1 Assessment Roll, in the respective amounts shown in the Service and Assessment Plan, as a special assessment as set forth in the Improvement Area #1 Assessment Roll. (b) The levy of the Improvement Area 41 Assessments shall be effective on the date of adoption of this Ordinance and shall be collected and enforced strictly in accordance with the terms of the Service and Assessment Plan and the Act. (c) Each Improvement Area #1 Assessment may be prepaid in whole or in part at any time without penalty or may be paid in annual installments pursuant to the terms of the Service and Assessment Plan. (d) Each Improvement Area #1 Assessment shall bear interest at the rate or rates specified in the Service and Assessment Plan. (e) The Improvement Area 91 Annual Installments shall be collected each year in the manner set forth in the Service and Assessment Plan. (f) The Annual Collection Costs for the Improvement Area #1 Assessed Property shall be calculated pursuant to the terms of the Service and Assessment Plan. Section 6. Method of Assessment. The method of apportioning the costs of the Improvement Area #1 Projects and Annual Collection Costs is set forth in the Service and Assessment Plan. Section 7. Penalties and Interest on DelinguentJ..m'P'rovement Area #1 Assessments. Delinquent Improvement Area #1 Assessments shall be subject to the penalties, interest, procedures and foreclosure sales set forth in the Service and Assessment Plan and as allowed by law. Section 8. Pre Davtnents of Improvement Area #1 Assessments,. As provided in the Service and Assessment Plan, the owner of any Improvement Area #1 Assessed Property may prepay the Improvement Area 41 Assessments levied by this Ordinance. Section 9. Lien Prj2rj!X. The Council and the owners of the Improvement Area #1 Assessed Property intend for the obligations, covenants and burdens on the Improvement Area #1 11
