The application for the zoning change is because the proposed use which is to provide <br />Mechanic/Automative Tire Shop is not permitted under the current zoning district that is General <br />Retail District (GR). Changing the zoning from General Retail (GR) District to Commercial <br />District (C) will allow the proposed use to be permitted and appropriate for Mechanic/Automative <br />Tire Shop according to the Zoning Ordinance - Use of Land and Buildings Sub Section 8-105, <br />Automobile Type Services Table. Whereas the adjoining property to the west is zoned General <br />Retail District (GR) and across the street to the east is zoned Public Lands and Institutions District- <br />(PLI) to the said property, inadvertently, the southwest property zoned Commercial District (C) <br />adjoins behind the said property. This condition allows for the zoning change and is compatible <br />with the existing surroundings. All improvements and construction shall conform to the standards <br />required by the City of Paris. <br />The Planning Department has received one input from Phalia Blassingame, 1955 Clarksville Street <br />with concerns that Commercial zoning would allow for a smoke/vape shop in which she is opposed <br />to that use type. <br />The Planning & Zoning Commission recommended approval of the zoning change at its July 7, <br />2025, meeting. Motion carried, 4 ayes — 2 nays. <br />OPTIONS: <br />1, Approve Planning & Zoning Commission's recommendation. <br />2. Deny the application. <br />RECOMMENDATION: <br />Recommend approval of the zoning change from General Retail District (GR) to a Commercial <br />District (C). <br />
