Regular Council Meeting <br />July 14, 2025 <br />Page 3 <br />A Motion to approve this item was made by Council Member Putnam and seconded by <br />Council Member Moore. Motion carried, 7 ayes — 0 nays. <br />10. Receive a presentation from Danny Rowell about the Utilities Department. <br />Utilities Director Danny Rowell gave a presentation about the responsibilities at the <br />Waste Water Treatment Plant and Water Plant, including personnel and projects. <br />11. Discuss and act on ORDINANCE NO. 2025-014: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING APPENDIX A, <br />SECTION A10.004, "SEWER RATES FOR CUSTOMERS USING CITY WATER," <br />OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS TO REFLECT <br />CHANGES RECOMMENDED BY THE CITY'S RATE CONSULTANT; <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Interim Finance Director Gene Anderson said the City had an independent rate consultant <br />perform a cost -of -service study each year and that study also determined the rates of excessive <br />strength sewer that some industries placed in the City's wastewater system. He also said the <br />excessive strength sewer costs the City more to treat. Mr. Anderson reviewed the pounds of <br />excess and stated that the rates needed to be increased per the study. <br />A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by <br />Council Member Ellis. Motion carried, 7 ayes — 0 nays. <br />12. Discuss and act on RESOLUTION NO. 2025-036: A RESOLUTION OF THE CITY <br />OF PARIS, TEXAS, SUSPENDING THE JULY 31, 2025 EFFECTIVE DATE OF <br />ONCOR ELECTRIC DELIVERY COMPANY'S REQUESTED RATE CHANGE TO <br />PERMIT THE CITY TIME TO STUDY THE REQUEST AND TO ESTABLISH <br />REASONABLE RATES; APPROVING COOPERATION WITH THE STEERING <br />COMMITTEE OF CITIES SERVED BY ONCOR TO HIRE LEGAL AND <br />CONSULTING SERVICES AND TO NEGOTIATE WITH THE COMPANY AND <br />DIRECT ANY NECESSARY LITIGATION AND APPEAL; FINDING THAT THE <br />MEETING AT WHICH THIS RESOLUTION IS PASSED IS OPEN TO THE PUBLIC <br />AS REQUIRED BY LAW; REQUIRING NOTICE OF THIS RESOLUTION TO THE <br />COMPANY AND LEGAL COUNSEL FOR THE STEERING COMMITTEE. <br />Mr. Anderson said that last month Oncor filed an application to increase its rates and that <br />this action would suspend the rate increase for 90 days while the rate application is being <br />reviewed. He also said the Steering Committee would engage legal counsel and consultants to <br />review Oncor's application for the member cities. <br />A Motion to approve this item was made by Council Member Norment and seconded by <br />Council Member Attebury. Motion carried, 7 ayes — 0 nays. <br />13. Discuss and act on one appointment to the Historic Preservation Commission. <br />
