Memorandum Agenda Item No. 17 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />City Manager, Rose Beverly <br />FROM: Osei Amo-Mensah, Director Planning and Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of Paul <br />Stoll of Plan Z Developments LLC for a Zoning Change from a One -Family <br />Dwelling No. 2 (SF2) to Commercial (C) on part of LCAD 18277 (5.97 acres). <br />Legal Description: City of Paris, Block 259, Lot PT of 14, N Collegiate Dr & Pine <br />Mill Rd. <br />MTG. DATE: August 25, 2025 <br />BACKGROUND: <br />On Monday, August 4, 2025, the City of Paris Planning & Zoning Commission held its regular <br />meeting and there was an extensive deliberation on the zoning change petition, where the <br />Commission voted to recommend approval of the item above. <br />The applicant and owner Paul Stoll of Plan Z Developments is seeking a Zoning Change from a <br />One -Family Dwelling No. 2 (SF2) to Commercial (C). The lot is currently vacant and zoned a <br />One -Family Dwelling District No. 2 (SF -2), in the City of Paris, Block 259, Lot PT of 14, being a <br />portion of LCAD 18277, (5.97 acres) located at N. Collegiate Drive and Pine Mill Road. <br />Furthermore, on this Agenda (Items 4) there is an application to also amend the Future Land Use <br />Map from Low Density Residential (LDR) to Retail (R) of the said property. <br />Access and connection to utilities are available at this location. Commercial development in this <br />location will provide conformity and will serve the immediate and long-term needs of the vicinity. <br />However, an appropriate buffer must be provided to the south and west portions of adjacent <br />residential zoning districts to minimize incompatible uses between residential and commercial <br />uses, probably due to noise or nuisance. <br />STATUS OF ISSUE: <br />Whereas a specific land use type is not determined yet, applicant's interest is to rezone the property <br />to commercial use. The request for zoning change at this site location from Single Family Dwelling <br />(SF -2) to Commercial (C) will be compatible with the current zoning in surrounding areas. <br />Invariably, the Future Land Use Map indicates that the property and surrounding areas are guided <br />by Retal (R), however the current zoning and surrounding areas are largely zoned commercial.
