Item No. 13 <br />TO: Mayor, Mayor Pro -Tem, and City Council <br />Rose Beverly, City Manager <br />FROM: Gene Anderson, Interim Finance Director <br />SUBJECT: 2025 ATMOS RATE REVIEW MECHANISM (RRM) SETTLEMENT <br />DATE: September S, 2025 <br />BACKGROUND: On April 1, 2025 Atmos made a rate filing requesting $245,200,000 dollars in <br />additional revenues from its customers system wide. Application of the standards set forth in the <br />ACSC Rate Review Mechanism Tariff reduced the original request to $225,600,000. The adjusted <br />rate increase request was reviewed by consultants for the Atmos Cities Steering Committee <br />(ACSC) of which Paris is a member. <br />STATUS OF ISSUE: Negotiations between Atmos and ACSC resulted in a $20,000,000 additional <br />reduction in requested revenues by Atmos ($205,600,000 vs. $225,600,000). The effective date of <br />the rate increase will be October 1, 2025. The ordinance before the Council reflects the negotiated <br />rates. This rate increase varies from 6.56% to 9.27% depending on customer class and volumes <br />consumed. <br />BUDGET: This will have minimal impact on the City budget. <br />RECOMMENDATION: Motion to approve an ordinance and related attachments granting Atmos <br />an increase in revenues as recommended by the Atmos Cities Steering Committee. <br />
