MINUTES OF THE CITY COUNCIL WORKSHOP MEETING <br />OF THE CITY OF PARIS, TEXAS <br />August 12, 2025 <br />The City Council of the City of Paris met for a workshop session at 5:30 p.m. on Tuesday, <br />August 12, 2025, at the City Council Chamber, 107 Kaufman Street, Paris, Texas. <br />Present: Mayor: Mihir Pankaj <br />Mayor Pro -Tem: Gary Savage <br />Council Members: Rebecca Nonnent, and Alix Putnam <br />City Staff: Rose Beverly, City Manager; Stephanie Harris, <br />City Attorney; Skylar Unger, Deputy City Clerk; <br />Osei Amo-Mensah, Director of Planning & <br />Community Director; and Duke McGee, Building <br />Official <br />Absent: Council Members: Shatara Moore, Mickey Ellis, and Tracy Attebury <br />I . Call meeting to order. <br />Mayor Pankaj called the meeting to order at 5:33 p.m. <br />2. Discuss Mobile Home/Manufactured Housing Ordinance. <br />Building Official Duke McGee discussed the differences between mobile homes, <br />manufactured homes, modular homes, recreational vehicles, and tiny homes, as well as the <br />creation of parks to allow these structures. City Attorney Stephanie Harris explained new laws <br />would take effect September 1, 2026, which is why this was being discussed. Mr. McGee said <br />completion of the PDC would be of tremendous help. <br />3. Discuss funding of the Comprehensive, Parks Master Plan, and Strategic Planning. <br />City Manager Rose Beverly stated she was planning to issue RFP/RFA's for these items. <br />Following discussion, it was decided to not move forward until some other pressing issues were <br />resolved in the City. <br />4. Discuss procedures of employee evaluations for the Municipal Judge, the City Manager, <br />and the City Attorney. <br />Mayor Pankaj stated the process for evaluations had changed over the years. City <br />Council discussed different options and decided to do more of a "goal setting" as opposed to <br />evaluations. <br />
