Special Meeting <br />September 9, 2025 <br />Page 2 <br />RELATED TO THE SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF <br />ORDINANCES IN CONFLICT HEREWITH; PROVIDING A SAVINGS CLAUSE; <br />PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Mr. Anderson said that each year the City Council must adopt a property tax rate <br />sufficient to fund the city budget as adopted by the Council. He also said the proposed tax rate, <br />for the average residential homestead valued at $161,132.00 would pay $761.17 in city property <br />taxes. He reported the property tax rate would be .47239 per $100 of valuation (0.30773 O&M <br />rate and 0.16466 I&S rate). Mr. Anderson also said the rate should produce $9,030,000.00 for <br />the General Fund and $4,418,034.00 for the Interest & Sinking Funds from which debt payments <br />were made. <br />A Motion to approve the property tax rate be increased by the adoption of a tax rate of <br />$0.47239, which is effective a 10.62 percent increase in the tax rate was made by Council <br />Member Putnam and seconded by Council Member Norment. <br />Mayor Pro -Tem Savage called for a record (roll call) vote, with Mayor Pro -Tem Savage, <br />Council Member Norment, Council Member Putnam and Council Member Attebury voting in <br />favor of the motion. The motion carried, 4 ayes — 0 nays. <br />5. Adjournment. <br />There being no further business, a Motion to adjourn was made by Mayor Pro -Tem <br />Savage and seconded by Council Member Attebury. Discuss the HOT tax agreement between the City of Paris and Lamar County Chamber <br />of Commerce. <br />City Manager Rose Beverly said the agreement she had received reflected that it was <br />expiring at the end of the month but there was another agreement that superseded it. City <br />Attorney Stephanie Harris said the other agreement was drafted by the previous city manager <br />
