MINUTES OF THE REGULAR MEETING FOR <br />TAX INCREMENT REINVESTMENT ZONE (TIRZ) BOARD <br />PARIS, TEXAS <br />CITY COUNCIL CHAMBER, 107 E. KAUFMAN ST, PARIS TEXAS <br />THURSDAY, SEPTEMBER 11, 2025 <br />4:00 O'CLOCK P.M. <br />Members present: Cody Head, Chairman; Miles Mathieu, Vice -Chairman; Maureen <br />Hammond, Reeves Hayter, Dillon Cecil, and Pam Norwood <br />Members absent: Brad Archer <br />City Staff- Rose Beverly, City Manager; Emily Secrest, Government Analyst; <br />Stephanie Harris, City Attorney; Skylar Unger, Deputy City Clerk.; Cheri <br />Bedford, Main Street Coordinator; and Osei Amo-Mensah, Director of <br />Planning and Community Development <br />City Council present: <br />1. Call meeting to order. <br />Mayor Pro -Tem, Gary Savage <br />Chairman Head called the meeting to order at 4:00 P.M. <br />2. Citizens' input. <br />No one came forward during citizens' input. <br />3. Approve minutes from the Meeting on August 14, 2025. <br />A Motion to approve the Minutes was made by Ms. Hammond and seconded by Mr. Cecil and Mr. <br />Mathieu. Motion carried, 6 ayes — 0 nays. <br />4. Approve Residential Tax Abatement Agreement with Palma Holdings, LLC under the 5 in 5 Housing <br />Infill Development Program. <br />Director of Planning and Community Development, Osei Amo-Mensah, stated that the applicant Palma <br />Holdings, LLC has applied for an Economic Development and Residential Tax Abatement Agreement under the <br />5 in 5 Housing Infill Development Program to build ten single family homes on ten separate parcels within the <br />Program area, and one of these parcels fall within the TIRZ. The parcel's current appraised value is $900.00 <br />according to LCAD records. Under Texas Tax Code Chapter 312, a tax abatement on property within a TIRZ <br />must be approved by both the City Council and the TIRZ Board of Directors. Staff has reviewed the application <br />and determined that the property is within the TIRZ Zone and Program Area, and that the proposed improvements <br />meet the criteria for the Program. There are transfers of City of Paris trustee properties. All incentives are provided <br />in the Program guidelines and criteria. While the agreement also contains additional incentives under Chapter 380 <br />of the Texas Local Government Code, the TIRZ Board need only be concerned with the tax abatement on parcel <br />no. 14306. <br />Chairman Head asked whether these Agreements should be presented to the TIRZ Board prior to City <br />Council. Ms. Harris responded that while the law does not specify, the Board may begin following that process <br />moving forward. <br />Page I of 2 <br />
