MINUTES OF THE JOINT CITY COUNCIL AND TAX INCREMENT <br />REINVESTMENT ZONE (TIRZ) NO. 1 BOARD OF DIRECTORS SPECIAL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />August 21, 2025 <br />The City Council and the Tax Increment Reinvestment Zone (TIRZ) No. 1 Board of <br />Directors of the City of Paris met for a special session at 5:00 p.m. on Thursday, August 21, 2025 <br />at the City Council Chamber, 107 E. Kaufman Street, Paris, Texas. <br />Present: Mayor: Mihir Pankaj <br />Mayor Pro -Tem: Gary Savage <br />Council Members: Rebecca Norment, Alix Putnam, Tracy Attebury <br />City Staff: Rose Beverly, City Manager; Stephanie Harris, City <br />Attorney; Skylar Unger, Deputy City Clerk; Cheri <br />Bedford, Main Street Coordinator <br />Absent: Council Member: Shatara Moore, Mickey Ellis <br />Present: TIRZ Board: Miles Mathieu, Reeves Hayter, Maureen Hammond, <br />Pam Norwood <br />Absent: TIRZ Board: Cody Head, Dillon Cecil, Brad Archer <br />1, Call meeting to order. <br />Mayor Pankaj and Board Vice -Chairman Mathieu called the meeting to order at 5:09 p.m. <br />2. Citizens' Forum. <br />No one spoke during citizens' forum. <br />Discussion with Chris Lambka from Chris Lambka & Associates regarding the Paris <br />Toole Plan. <br />Chris Lambka of Chris Lambka & Associates provided a presentation regarding his <br />firm's work in Denison and offered observations on the Toole plan. He stated that the plan is <br />well thought out, fitting for the community, and grounded in truth. Mr. Lambka responded to <br />questions from Council and the TIRZ Board concerning TxDOT, drainage, parking, cost, <br />funding, and projected timelines. He emphasized the importance of downtown to the community <br />as a whole and presented the idea of the City engaging his firm to assist in implementing the <br />Toole plan. <br />4. Adjournment. <br />
