Memorandum Agenda Item No. 19 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />City Manager, Rose Beverly <br />FROM: Osei Amo-Mensah, Director Planning and Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of Trava <br />Drake for a Zoning Change from Plarmed Development (PD) to General Retail <br />(GR) on LCAD 19801, Legal Description: Springlake Addition, Block 8, LOT 2-A <br />& 3, 257 NE 28th St. <br />MTG. DATE: October 27, 2025 <br />BACKGROUND: <br />On Monday, October 6, 2025, the City of Paris Planning & Zoning Commission held its regular <br />meeting and there was an extensive deliberation on the zoning change petition, where the <br />Commission voted to recommend approval of the item above. <br />The applicant and owner Trava Drake is seeking a Zoning Change from a Planned Development <br />(PD) to General Retail (GR). All previous single-family dwelling and storage structures on the lot <br />are demolished, and it is currently vacant. Applicant has indicated that the proposed three (3) retail <br />stores development may have two entrances. The property is a through lot which means that there <br />are streets on both ends of the property, being Collegiate Drive and 28th Street. The Legal <br />Description being: Springlake Addition, Block 8, LOT 2-A & 3, located 257 NE 28th St. <br />Furthermore, the Future Land Use Map for this lot is guided by Retail (R) hence there is no need <br />for a Comprehensive Plan Amendment of the said property. <br />Access and connection to utilities are available at this location. Commercial development in this <br />location will provide conformity and will serve the immediate and long-term needs of the vicinity. <br />However, an appropriate buffer must be provided to the south and west portions of adjacent <br />residential zoning districts to minimize incompatible uses between residential and commercial <br />uses, probably due to noise or nuisance. <br />STATUS OF ISSUE: <br />Applicant's interest is to rezone the property for retail use. The request for zoning change at this <br />site location from a Planned Development (PD) to General Retail (GR) will be compatible with <br />the current zoning in surrounding areas. Moreover, the Future Land Use Map indicates that the <br />property and surrounding areas are guided by Retail (R). This situation will conforni to the current <br />zoning and surrounding areas are zoned General Retail (GR). It is therefore appropriate to rezone <br />the property to General Retail (GR) now.
