In the process of construction, it was determined that where the new roadway ends at the south
end of the CEFCO Approach, too steep of an approach tie-in would be needed to match the existing
uneven asphalt street. The future plan is to be able to rebuild 7th SW further to the south in future
years, and variable slope concrete road where it tied into the old road (roughly a 7%-10% cross
slope instead of a 2% like the new road), would require extensive concrete removal of the new
road at that time. This Change order will build an asphalt tie-in for 20 feet back to the south so
that the transition is smoother and there won't be a large steep bump for cars.
Also included is some additional structural material for off tracking where trucks turn off the loop
onto the new concrete street. The use of recycled concrete material inside the turning radius will
help prevent errant trucks from getting stuck if they unintentionally off track while turning.
STATUS OF ISSUE:
The Project is finished other than these items if a change order is approved. There is a temporary
gravel transition at the south part of the project.
BUDGET:
The total price for this change order would be $21,500. City Share $10,750.
The project is being split 50150 with CEFCO, and the city share was paid for with remaining
funding from the 2017 and 2018 GO Bonds.
OPTIONS
1. Grant approval for the City Manager to sign Change Order #1 with Wheeler Construction
for modification of the 7t" Street SW contract to perform the additional work as described.
2. Deny approval for the City Manager to sign Change Order #1 with Wheeler Construction
for modification of the 7"' Street SW contract to perform the additional work as described.
3. Request additional information regarding this issue and bring forth to a future meeting of
the city council.
RECOMMENDATION:
Grant approval for the City Manager to sign Change Order 41 with Wheeler Construction
for modification of the 7th Street SW contract to perform the additional work as described.
