Motion carried, 6 ayes — 0 nays. <br />5. Approve minutes from the meetings of September 16, 2025, and September 22, 2025. <br />6. Receive reports and/or minutes from the following boards and commissions: <br />a. Building & Standards Commission (8-18-2025) <br />b. Historic Preservation Commission (9-10-2025) <br />c. Paris Economic Development Corporation (8-19-2025) <br />7. Approve an extension of the contract with Placer Al for services related to "Placer Data." <br />Receive monthly financial report for August 2025 and September 2025 <br />9. Receive monthly ditch maintenance report. <br />10. Approve RESOLUTION NO. 2025-048: A Resolution authorizing professional <br />providers selection for the 2022 Resilient Communities Program funded and <br />administered through the Texas General Land Office. <br />Re alar A ' enda <br />11. Receive a presentation from Jon McFadden about the Public Information Office <br />Department. <br />Public Information Officer Jon McFadden gave a presentation on long-term projects and <br />the day-to-day activities. He reviewed new laws effective January 2026 with regard to social <br />media and the City's website. <br />12. Discuss and act on RESOLUTION NO. 2025-049: A Resolution approving the form and <br />authorizing the distribution of a preliminary limited offering memorandum for the City <br />of Paris, Texas, Special Assessment Revenue Bonds, Series 2025 (Forestbrook <br />Improvement District No. 1 Improvement Area #1 Project). <br />City Attorney Stephanie Harris explained that this was the next step in the bonding <br />process. She said this Resolution allows the issuer of the bonds to show potential purchasers all <br />of the disclosures for their consideration prior to purchasing. <br />A Motion to adopt a Resolution authorizing the distribution of a preliminary limited <br />offering memorandum for the City of Paris, Texas, Special assessment Revenue Bonds, Series <br />2025 (Forestbrook Public Improvement District No. 1 Improvement Area #1 Project) was made <br />by Council Member Attebury and seconded by Mayor Pro -Tem Savage.
