MINUTES OF THE PARIS VISITORS AND CONVENTION COUNCIL MEETING
<br />OF THE CITY OF PARIS, TEXAS
<br />August 18, 2025
<br />The Paris Visitors and Convention Council of the City of Paris met for a regular session at 4:00 p.m. on August 18, 2025,
<br />at the Lamar County Chamber of Commerce board room, 8 West Plaza, Paris, TX.
<br />Present: Board Members: Chadlee Johnston, Brandon Kellum, Thomas McMonigle, Eric Guillot, Bradley Hilliard, Anwar
<br />Scott, Kristie Hearne, Monica Clement, Paul Strunc, Brittany Iltis, Denise Moffitt, and Bud Mistry.
<br />City Representatives: Rose Beverly and assistant.
<br />Absent: Board Members: Misty Halcomb, Lindsey Thoms, Lindsey Bounds and Cody Head
<br />1. Call meeting to order.
<br />Chadlee Johnston called the meeting to order at 4:00 p.m.
<br />2. Citizens' Forum. No one present.
<br />3. Approve minutes from the meeting of June 2025. A motion to approve was made by Brad Hilliard, seconded by Eric
<br />Guillot. Motion carried. 10 ayes, 0 nays.
<br />4. Receive financial report of June 2025, by Denise Moffitt. A motion to approve was made by Thomas McMonigle,
<br />seconded by Bud Mistry. Motion carried. 10 ayes. 0 nays.
<br />5. Discuss and act on funding request for Ink'd Society Tattoo Expo on August 15-17, 2025. Based on the scoring
<br />criteria, a motion to approve $2075 was made by Brad Hilliard, seconded by Paul Strunc. Motion carried. 10 ayes. 0
<br />nays.
<br />6. Discuss and act on funding request for Paris Balloon and Music Festival on September 12-13, 2025. Based on the
<br />scoring criteria, a motion to approve $2325 was made by Eric Guillot, seconded by Brandon Kellum. Motion carried.
<br />10 ayes. 0 nays.
<br />7. Discuss and act on funding request for Paris Pair on September 20, 2025. Based on the scoring criteria, a motion to
<br />approve $2500 was made by Paul Strunc, seconded by Eric Guillot. Motion carried. 10 ayes. 0 nays.
<br />8. Discuss and act on funding request for Bug Tussel Trek on September 27-28, 2025. Based on the scoring criteria, a
<br />motion to approve $1600 was made by Eric Guillot, seconded by Bud Mistry. Motin carried. 10 ayes. 0 nays
<br />9. Discuss and act on a funding request for the RRV Veterans Shenandoah Concert on October 4, 2025. Based on the
<br />scoring criteria, a motion to approve $1700 was made by Eric Guillot, seconded by Paul Strunc. Motion carried. 10
<br />ayes,0 nays.
<br />10. Paul stated that we would like to donate $5K to TMBRA with the extra income made for maintenance on the track.
<br />Motion to approve by Brad, seconded by Thomas. Motion carried, 10 ayes. 0 nays.
<br />11. Karen Dougherty stated that the Tour de Paris had 754 registered cyclists. It was all a success.
<br />12. Paul Allen stated that the trolley is getting old and hard to find parts for. He asked the board to think about what we
<br />want to do when it stops running. He will get some costs and send them to the board. He then stated that we have some
<br />new things we are looking at, such as mini drag boat races, indoor archery, and kayak fishing. He also stated that a
<br />marathon wants to go from Farmersville to New Boston.
<br />13. Adjourn.
<br />There being no further business, A Motion to adjourn was made by Board Member Eric Guillot, seconded by Board
<br />Member Brad Hilliard. Motion carried, 10 ayes — 0 nays. Chadlee Johnston, Chair, adjourned the meeting at 4:38 p.m.
