.Affemorandum Agenda Item No. 14 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />City Manager, Rose Beverly <br />FROM: Osei Amo-Mensah, Director Planning and Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of <br />Brian Evans- Brew Crew 2, LLC on behalf of Gwen Tomlin Garrison for a <br />Zoning Change from Agricultural (A) to Commercial (C) on LCAD 21121. Legal <br />Description: City of Paris, Block 313, Lot 7, 3870 Lamar Ave. <br />MTG. DATE: November 10, 2025 <br />BACKGROUND: <br />On Monday, November 3, 2025, the City of Paris Planning & 'Zoning Commission held its <br />regular meeting and there was an extensive deliberation on the zoning change petition, where the <br />Commission voted to recommend approval of the item above. <br />The applicant Brian Evans- Brew Crew 2, LLC on behalf of Gwen Tomlin Garrison is seeking a <br />Zoning Change from Agricultural (A) to Commercial (C). Currently, the land use is a single-family <br />dwelling and storage structures on the lot. Applicant has plans to construct a 510 SF prefabricated <br />drive through Coffee Shop with a 280 SF remote Cooler/storage structure, canopies, dumpster <br />enclosure and associated site improvements. The property is directly across from the entrance of <br />Wal-Mart. The Legal Description being Block 313, Lot 7, 3870 Lamar Ave. Furthermore, there is <br />a Comprehensive Plan Amendment application from Low Density Residential (LDR) to Retail (R) <br />to show on the Future Land Use Map for this lot to be guided by Retail (R) for the said property. <br />Access and connection to utilities are available at this location. Commercial development in this <br />location will provide conformity and will serve the immediate and long-term needs of the vicinity. <br />However, an appropriate buffer must be provided to the south and west portions of adjacent <br />residential zoning districts to minimize incompatible uses between residential and commercial <br />uses, probably due to noise or nuisance. <br />STATUS OF ISSUE <br />.____..........................__.w_......__w................. <br />The applicant's interest is to rezone the property for commercial use. The request for zoning change <br />at this site location from Agricultural (A) to Commercial (C) will be compatible with the current <br />zoning in surrounding areas. Moreover, the Future Land Use Map indicates that the property and <br />surrounding areas are more guided by Retail (R). This situation will conform to the current zoning <br />and surrounding areas are zoned Commercial (C) and General Retail (GR). It is therefore <br />
