City Engineer <br />Stephanie Harris, City Attorney <br />SUBJECT: Ordinance update — Design of Improvements <br />DATE: November 10, 2025 <br />BACKGROUND: <br />The City of Paris has engineering related ordinances that are in need of update. This update <br />specifically involves Exhibit 9A, Subdivision Ordinance, IX Design of Improvements, Section D <br />- Street Pavement, Section E — Drainage, and Section G — Water Distribution System. <br />a. Our stormwater system in the city uses roadways as rivers in storms, and the planning of <br />the city decades ago hindered proper drainage consideration. <br />b. Loads on our roadways are getting heavier, and our concrete street ordinance needed <br />updating for proper rebar spacing and sizing. <br />c. Our minimum water main size has been 6 inches for over 40 years. This is too small for <br />proper planning capacity of the city, we need larger water mains. This needs to be 8 inches <br />at a minimum for water flows to handle future expansion and fire flows. <br />The City Engineer is proposing following ordinance changes. <br />STATUS OF ISSUE: <br />In July of 2023, under direction of the City Manager and City Council, City Engineer Todd Mittge <br />wrote a drainage memorandum for Tributaries 4 and 6 of Big Sandy Creek. He had several <br />recommendations in the memo, including increasing our stormwater pond requirement to a 50 year <br />recurrence interval storm for new developments. Most cities are 100 year, so this is a compromise <br />in order to not shock our developers here in Paris. 50 year is stili much better than 5. The City <br />Engineer is proposing some exemptions for small time developers (mom and pop operations, just <br />putting in 3 or less homes on their adjacent properties, or a small 3 lot subdivision). Larger <br />subdivisions ( 4 or more homes) or commercial and industrial application will be required to build <br />
