Discuss and act on ORDINANCE NO. 2025-018: AN ORDINANCE APPROVING THE ISSUANCE AND SALE OF "CITY OF PARIS, TEXAS, SPECIAL ASSESSMENT REVENUE BONDS, SERIES 2025 (FORESTBROOK PUBLIC IMPROVEMENT DISTRICT NO. 1 IMPROVEMENT AREA #1 PROJECT)" AND APPROVING VARIOUS DOCUMENTS RELATED TO SUCH BONDS. City Attorney Stephanie Harris outlined the history of this item and stated this action tonight would be selling of the bonds. Mark McLiney of SAMCO said this would not be a cost to the City but would be paid only from the residents living in the development. He reported that in the next couple of weeks the contractors would start building homes, and that this project would support two million dollars payable over thirty years. A Motion to adopt an Ordinance approving the issuance and sale of the "City of Paris, Texas, Special Assessment Revenue Bonds, Series 2025 (Forestbrook Public Improvement District No. 1 Improvement Area 41 Project)" and approving various documents related to such bonds was made by Mayor Pro -Tem Savage and seconded by Council Member Ellis. Motion carried, 6 ayes — 0 nays.. 16. Discuss and act on an Agreement for Special Assessment Collector between the City of Paris and TxGovSolutions, LLC for collection of assessments for Forestbrook Public Improvement District No. 1. Ms. Harris said this was the ultimate goal and was part of the previous item. She also said expenses had been and would be borne by the developer and the PID. A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by Council Member Norment. Motion carried, 6 ayes — 0 nays. 17. Discuss, conduct a public hearing and act on ORDINANCE NO. 2025-019: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AND ADOPTING AMENDMENTS TO THE COMPREHENSIVE PLAN AND FUTURE LAND USE MAP FOR THE CITY OF PARIS FROM LOW DENSITY RESIDENTIAL (LDR) TO RETAIL ( R) FOR THE CITY OF PARIS BLOCK 44, LOT 2, 650 BONHAM RD., LCAD PARCEL NO. 14044; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, AND A SAVINGS CLAUSE, AND DECLARING AN EFFECTIVE DATE.
