Regular Council Meeting <br />October 27, 2025 <br />Page 2 <br />Bill Townsend, American Legion Post 30 — he expressed concern about moving the Eiffel <br />Tower due to cost and parking. He also said his group was denied entry to the Festival of <br />Pumpkins because they were limiting the number of vendors. He said last year they raised <br />$400.00 which was used to purchase pencils for Crocket Intermediate School. <br />Amy Burton Eves, 3925 Alpine, representing the First District of Texas, for Crockett <br />American Legion - she opposed relocating the tower. She also said they were denied access to <br />the Festival of Pumpkins and that should not have happened, citing they did fundraisers at these <br />events and assist local schools. <br />Consent A enda <br />Mayor Pankaj inquired of Council Members if they wished to pull any items from the <br />consent agenda for discussion. There being none, a Motion to approve the consent agenda was <br />made by Council Member Norment and seconded by Council Member Putnam. Motion carried, <br />6 ayes — 0 nays. <br />Approve minutes from the meetings of September 16, 2025, and October 13, 2025. <br />6. Receive reports and/or minutes from the following boards and commissions: <br />a. Love Civic Center & Paris Visitors & Convention Council quarterly reports <br />b. Tax Increment Reinvestment Zone "TIRZ" Board (9-11-2025). <br />c. Love Civic Center Board (7-10-2025) <br />d. Board of Adjustment (8-5-2025) <br />e. Main Street Board (9-9-2025) <br />£ Planning & Zoning Commission (8-4-2025) <br />g. Paris Public Library Advisory Board (8-20-2025) <br />7. Receive September monthly financial report. <br />8. Approve Change Order 41 for the 2025 Mill and Overlay, increasing the project in an <br />amount not to exceed $80,000.00; and authorize the City Manager to execute all <br />necessary documents. <br />9. Approve Change Order 41 for the 7th Street S.W. Reconstruction Project, increase the <br />project by $21,500.00 for an asphalt roadway tie-in and additional shoulder rock; and <br />authorize the City Manager to execute all necessary documents. <br />10. Approve a Utility Easement for Oncor Power at the new Veteran's Memorial Museum. <br />11. Approve the Final Plat of the Brown 323 Addition, Lot 1, Block A, LCAD 54843, located <br />at 3225 N.W. 19t' Street. <br />12. Approve the Final Plat of the Trinity 323 Addition, Lot 1, Block A, LCAD 18814, located <br />in the 2100 Block of FM 79, <br />
