Regular Council Meeting <br />October 27, 2025 <br />Page 4 <br />City Planner Osei Amo-Mensah said the applicants were seeking an amendment to the <br />Comprehensive Plan from Low Density Residential on a portion of the lot to Retail for Future <br />Land Use Map of the property. He reported that the Planning and Zoning Commission <br />unanimously recommended approval of this request. <br />Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward. With no one speaking, Mayor Pankaj closed the public <br />hearing. <br />A Motion to approve this item was made by Council Member Putnam and seconded by <br />Council Member Attebury. Motion carried, 6 ayes — 0 nays. <br />18. Discuss, conduct a public hearing and act on ORDINANCE NO. 2025-020: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED TO CHANGE THE ZONING FOR CITY OF PARIS <br />BLOCK 44, LOT 2, LCAD PARCEL NO. 14044, LOCATED AT 650 BONHAM <br />ROAD, FROM GENERAL RETAIL (GR) T`O A COMMERCIAL DISTRICT (C); <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Mr. Amo-Mensah said the applicants were seeking a zoning change from a General Retail <br />to Commercial District, rezoning the entire property to commercial use. He also said the <br />Planning and Zoning Commission recommended approval of this change. <br />Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward. With no one speaking, Mayor Pankaj closed the public <br />hearing. <br />A Motion to approve this item was made by Council Member Ellis and seconded by <br />Mayor Pro -Tem Savage. Discuss, conduct a public hearing and act on ORDINANCE NO. 2025-021: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED TO CHANGE THE ZONING FOR SPRINGLAKE <br />ADDITION,_ BLOCK 8, LOT 2-A AND 3, LCAD PARCEL NO. 19801, LOCATED AT <br />257 N.E. 28 rx STREET, FROM PLANNED DEVELOPMENT (PD) TO GENERAL <br />RETAIL (GR); PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, <br />A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Mr. Amo-Mensah said the owner was seeking a zoning change from Planned <br />Development to General Retail for the purpose of construction of three retail stores. He also <br />said the Planning and Zoning Commission recommended approval of this change. <br />
