WHEREAS, in October of 2018, the City Council adopted significant revisions to the Comprehensive Plan and the Future Land Use Plan and has since approved minor revisions thereto; and WHEREAS, the City Council of the City of Paris, Texas, received a petition for amendments to the Comprehensive Plan and Future Land Use Map for the City of Paris from Low Density Residential (LDR) to Retail (R) for City of Paris Block 313, Lot 7, LCAD Parcel No. 21121, located at 3870 Lamar Ave.; and WHEREAS, analysis of the existing conditions of the neighborhood supports such a change to the Comprehensive Plan and the Future Land Use Map; and WHEREAS, on November 3, 2025, the Planning and Zoning Commission conducted a public hearing on said proposed amendment after notice and publication as required by law, and, following said hearing, made formal recommendation to the City Council in favor of said proposed Comprehensive Plan and Future Land Use Map Amendments; and WHEREAS, on November 10, 2025, after notice and publication as required by law, the City Council of the City of Paris held a public hearing to receive input from the citizens of the City of Paris regarding the proposed amendment to the Future Land Use Map and the City Council determined that this amendment would be in the best interest of the City of Paris and its citizens, and the same should be approved. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this ordinance are hereby in all things approved and are incorporated herein for all purposes. Section 2. That the Future Land Use Plan Map for City of Paris, Texas shall be amended to change the potential zoning classifications from Low Density Residential (LDR) to Retail (R) for City of Paris Block 313, Lot 7, LCAD Parcel No. 21121, located at 3870 Lamar Ave. Section 3. That all provisions of the ordinances of the City of Paris, Texas in conflict with the provisions of this ordinance are hereby repealed, and all other provisions of the ordinances of the City of Paris not in conflict with the provisions of this ordinance shall remain in full force and effect. Section 4. That the repeal of any ordinance or part of ordinances affected by the enactment of this ordinance shall not be construed as abandoning any action now pending under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering any penalty accruing or to accrue, or as affecting any rights of the municipality under any section or provisions of any ordinance at the time of passage of this ordinance.
