No one came forward, and <br />Chairman Bray closed citizens' input. <br />Discuss and Consider Approval of the September 18, 2025, Meeting Minutes <br />Chairman Bray presented the September 18, 2025, meeting minutes for review and discussion. Mr. <br />Roddy made a motion to approve the minutes as presented. Mr. Dougherty seconded the motion. <br />Vote: 6 -ayes to 0 -nays <br />Discuss and Consider Approval of the September 2025 Financial Statements <br />Treasurer Coleman indicated that, due to the City's year-end financial preparations, the September <br />financial statements were unavailable for this meeting. He requested that this item be tabled until the <br />next PEDC board meeting. <br />Discuss and Consider Combined Nov./Dec. Board Meeting <br />Chairman Bray noted that the PEDC Board has historically held a combined meeting for the months of <br />November and December. He opened the floor to discussion involving a combined meeting. Mr. Homer <br />asked if the meeting would take place in November or December. Mr. Bray noted that traditionally this <br />meeting has been scheduled for the first week of December. Mr. Bray suggested that the Board <br />postpone setting a date for a couple of weeks due to ongoing projects and discussions. There were no <br />further questions. <br />Report and Updates by Executive Director Maureen Hammond <br />EDA Grant Project for the NW Industrial Park: Ms. Hammond reported that the PEDC is currently <br />receiving bids to clear additional land in the NW Industrial Park, and that this project is anticipated to <br />begin within the next 30 days. She added that a change order would need to be approved by the EDA. <br />Tax Increment Reinvestment Zone (TIRZ) No. 1: Ms. Hammond reported that the TIRZ Advisory Board <br />had approved an ordinance to modify the existing boundary of TIRZ No. 1, removing Zone 4, <br />encompassing the 115 -acres of the Gene Stallings Business Park. She noted that the ordinance would be <br />presented to City Council during the November 10th meeting, per the city attorney. <br />East Texas A&M College of Science and Engineering Industry Connect Day: Ms. Hammond reported <br />that the Industry Connect Day event had a confirmed date of November 7, 2025 and would take place at <br />Home2 Suites. She noted that businesses committed to attend included Campbell's, Harrison, Walker, & <br />Harper, and TOOT and that Huhtamaki was tentatively confirmed to attend. She stated that <br />approximately 60 students and faculty of East Texas A&M College were anticipated to attend the event <br />and invited the Board to attend. <br />Annual Compliance: Ms. Hammond noted that the PEDC currently has six active performance <br />agreements.
