25. Grant Fund- (Restricted use.) This fund is used to consolidate grants into a single location. Revenues can come from the federal government, state government, or local government. Most City grants are handled on a reimbursement basis. The City spends money in accordance with grant terms and is reimbursed by the grant agency. This reimbursement approach is the reason this fund usually has a negative cash balance. 8-31-25 balance is $-248,197. 26. Municipal Court Jury Fund- (Restricted use.) This is a court cost added to a fine. This fund is used to pay municipal court jurors. 8-31-25 balance is $711. 27. Water Contract Fund- (Restricted use.) This fund represents utility deposits which are returned when accounts are closed. 8-31-25 balance is $1,260,904. 28. Parks Fund- (Restricted use.) Fund is no longer active. 8-31-25 balance is $0. 29. Passing School Bus Fund- (Restricted use.) This is a court cost added to a fine. 8-31-25 balance is $30. 30. Community Development Block Grant Fund- (Restricted use.) This was a grant from the late 1990s that set up a revolving loan fund for small businesses which had trouble obtaining a traditional bank loan. Under the program the City loaned half of the needed amount at a lower than market rate and a local bank would loan the other half at the market rate. The bank was given a priority lien against the business property. 8-31-25 balance is $262,507. There are no outstanding loans. 31. State Consolidated Fee- (Restricted use.) This is a court cost added to a fine. 8-31-25 balance is $71,551. 32. Auto Theft Program Fund- (Restricted use.) This fund's revenue is generated by inspection fees conducted by the auto theft task force. This fund can only be spent in connection with the auto theft task force grant. 8-31-25 balance is $81,350. 33. Municipal Court Tech Fee- (Restricted use.) This is a court cost added to a fine. This money can only be used to purchase or maintain technological enhancements for a municipal court. 8-31-25 balance is -$9,656. 34. Municipal Court Security Fee- (Restricted use.) This is a court cost added to a fine. Money can be used for security personnel, services, and security items for the court building. 8-31-25 balance is $55,341. 35. Municipal Court Child Safety Fee- (Restricted use.) This is a court cost added to a fine. Money can be used for school crossing guard programs and similar safety programs. 8-31-25 balance $5,863. 36. Municipal Court Time Pay Fee- (Restricted use.) This is a court cost added to a fine. It can only be used to improve the collection of outstanding court costs, fines, restitution, or improving the efficiency of administration of justice. 8-31-25 balance is $26,792.
