MINUTES OF THE PARIS VISITORS AND CONVENTION COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />November 17, 2025 <br />The Paris Visitors and Convention Council of the City of Paris met for a regular session at <br />4:00 p.m. on November 17, 2025, at the Lamar County Chamber of Commerce board room, 8 <br />West Plaza, Paris, TX. <br />Present: Board Members: Thomas McMonagle, Bradley Hilliard, Josh Williams, Monica <br />Clement, Anwar Scott, Alicia Moore, Lindsey Thoms, and Brandon Kellum. <br />City Representatives: None. <br />Absent: Board Members: Lindsey Bounds, Brittany Iltis, Kristi Hearne, Cody Head, <br />Chadlee Johnston. <br />1. Call meeting to order. <br />Paul Allen called the meeting to order at 4:00 p.m. <br />2. Citizens' Forum. Alix Putnam stated that if anyone would like to talk with her about her <br />perspective on moving the Eiffel Tower she was open to conversations. <br />3. Approve minutes from the meeting of October 2025. A motion to approve was made by <br />Thomas McMonagle, seconded by Brandon Kellum. Motion carried. 8 ayes, 0 nays. <br />4. Receive financial report of October 2025, by Paul Allen. A motion to approve was made <br />by Brad Hilliard, seconded by Brandon Kellum. Motion carried. 8 ayes. 0 nays. <br />5. Discuss and act on funding request for 8th Annual Tower City Comedy Festival, January <br />22-241 2026. Based on the scoring criteria, a motion to approve $2250 was made by <br />Monica Clement, seconded by Alicia Moore. Motion carried. 8 ayes. 0 nays. <br />6. Karen Dougherty stated that the Railyard had 12 teams, 9 teams for PJC basketball <br />tournament and BBQ is coming up Dec. 6-7, 2025 <br />7. Paul Allen stated that we moved $39k to a money market for trolley, the worth of our <br />trolley is 15-20k. He also stated that we visited Paris, Arkansas and had a great time. We <br />are adding a kayak fishing event and WXG7 Jet Ski Race in April 2026. <br />13. Adjourn. <br />There being no further business, A Motion to adjourn was made by Board Member Brad <br />Hilliard, seconded by Board Member Josh Williams. <br />Motion carried, 8 ayes — 0 nays. Paul Allen, President, adjourned the meeting <br />at 4:24 p.m. <br />
