Why This Matters <br />Aging infrastructure is the most cited -weakness, with stakeholders and Council agreeing that underfunded <br />asset replacement threatens service delivery. Without reinvestment, inflation and growth demands could <br />outpace capacity. This Outcome focuses on transparent infrastructure planning, development process <br />improvements, and long-term sustainability. <br />Provide Effective Services centers on the City's responsibility to deliver reliable, high-quality <br />infrastructure, utilities, and operations that meet the daily needs of residents and support long-term <br />community growth. This Outcome reflects the essential backbone of city government—maintaining the <br />systems that sustain public health, mobility, and quality of life while ensuring that every dollar invested <br />produces visible and lasting value. <br />In the first City Council workshop, participants emphasized that the City's effectiveness is rooted in the <br />strength of its infrastructure and its ability to manage resources efficiently. The Council recognized Paris's <br />substantial progress in recent years but also acknowledged that aging systems, limited capital capacity, and <br />fragmented processes continue to strain service delivery. Department Directors echoed this assessment in <br />their workshops, identifying the need for stronger coordination among departments, modernization of <br />development and permitting systems, and a renewed focus on proactive planning through an annualized <br />Capital Improvement Plan (CIP). <br />Key Activities under this Outcome include completing the City's Development Code modernization, <br />implementing GIS -based asset mapping and dashboards to improve coordination, adopting a rolling CIP <br />integrated with the budget process, and enhancing utility and public works programs that prepare land for <br />housing and commercial development. Other initiatives—such as short-term rental registration, impact fee <br />analysis, and expanded technology integration—ensure that Paris's service delivery remains efficient, <br />transparent, and financially sustainable. <br />Together, these actions strengthen the operational foundation of city government, enabling Paris to plan <br />strategically, manage growth responsibly, and deliver, dependable services that residents can see, trust, and <br />rely on every day. <br />
