Implementation Framework Plan Stewardship Plan Stewardship ensures that the City of Paris 2025 Strategic Plan remains a living, actionable document—actively managed, regularly reviewed, and continuously aligned with the community's evolving needs. Shared Responsibility Plan stewardship is a shared responsibility across the organization. • City Council provides leadership and policy direction, ensuring that priorities reflect the long-term interests of the community. • City Management coordinates implementation, tracks progress, and ensures that resources and staff efforts align with the plan's outcomes. • Departments translate Key Activities into actionable projects, using data and performance measures to demonstrate results. • Community Partners—including the Paris Economic Development Corporation, educational institutions, civic organizations, and residents—remain essential collaborators in sustaining the plan's momentum and impact. Implementation and Tracking Each department will integrate its assigned Key Activities into annual operational goals and budget requests. Regular internal reviews and quarterly updates to City Council will ensure accountability and allow for transparent public communication of progress. Review and Renewal Every 1-2 years, City Council and department directors will conduct a structured review workshop to refresh Key Activities, incorporate new opportunities, and reaffirm alignment with the City's mission and Strategic Outcomes. This cyclical process keeps the plan current, relevant, and responsive to changing conditions. A Culture of Continuous Improvement Ultimately, stewardship transforms the Strategic Plan from a static document into a dynamic management tool.
