I Forward y The City of Paris 2025 Strategic Plan represents both a roadmap and a promise—an agreement between leadership, staff, and the community to move forward with purpose, accountability, and shared optimism. It captures not only what the City intends to accomplish, but how it will lead—with professionalism, integrity, and collaboration at every level. Through months of workshops, analysis, and engagement, City Council, department directors, and community partners have defined a unified framework for action. The five Strategic Outcomes—to Serve Citizens with Professionalism and Integrity; Promote a Safe Community; Promote a Prosperous Community; Provide Effective Services; and Provide an Excellent Quality of Life—together express the vision of a city that is prepared for growth, dedicated to service, and committed to excellence. Implementation will not occur all at once. It will unfold through focused Key Activities, regular review, and transparent communication of results. Each completed project, training, or system improvement is a building block toward a stronger, more connected Paris. This plan is designed to evolve as the City evolves. Its structure ensures that priorities can adapt while values remain constant. In that sense, it is both a guide and a living reflection of Paris's identity—a city proud of its heritage, confident in its people, and bold in its future.
