Item No. 9 <br />Memorandum <br />TO: Mayor, Mayor Pro -Tem & City Council <br />FROM: Rose Beverly, City Manager <br />SUBJECT: PROCUREMENT POLICIES & PROCEDURES FOR FEDERAL <br />GRANT CONTRACTS <br />DATE: February 9, 2026 <br />BACKGROUND: In order to continue to be eligible for grants through program compliance, the <br />City must approve and adopt a Procurement Policies and Procedures for Federal Grant Contracts. <br />STATUS OF ISSUE: The City has been requested by the Texas General Land Office (GLO) to <br />update its information (request for information) detailing and/or documentation required to make <br />an eligibility determination. Having procurement policies and procedures in place will establish <br />the framework for operating practices and procedures to execute grant programs and programs. <br />BUDGET: There is no impact to the current budget. <br />RECOMMENDATION: Approve a Resolution adopting Procurement Policies and Procedures <br />for Federal Grant Contracts. <br />
