Item No. 8 <br />M'emorandum <br />TO: Mayor, Mayor Pro -Tem & City Council <br />FROM: Rose Beverly, City Manager <br />SUBJECT: APPROVE AND ADOPT THE CITY OF PARIS STRATEGIC PLAN <br />DATE: February 9"', 2026 <br />BACKGROUND: In the spring of 2025, the City of Paris contracted with J. Shane Howard, a <br />consultant with Engage Group, to assist with the development of a Strategic Plan. Staff and City <br />Council agreed that the goal was to create a qualitative, comprehensive Strategic Plan that would <br />take a deep look at internal operations and establish a clear roadmap for excellence, safety, <br />prosperity, and quality of life for the community. <br />STATUS OF ISSUE: Mr. Howard spent significant time working with City staff, City Council <br />members, and community partners to develop a five-year Strategic Plan. The plan has been <br />presented to City Council and to community stakeholders during a public meeting. At this time, <br />the plan is ready for formal adoption. <br />RECOMMENDATION: Approve and adopt the City of Paris Strategic Plan, December 2025 - <br />December 2030. <br />
