Introduction The City of Paris stands at a pivotal moment. With regional growth expanding from the Dallas -Fort Worth Metroplex, new infrastructure investments by TxDOT, and a renewed commitment to downtown revitalization, Paris has significant opportunities ahead. At the same time, the City faces real challenges: aging infrastructure, revenue constraints, workforce development needs, and the imperative to deliver consistent, excellent service to all residents. Over the course of the past 7 months, the City undertook an extensive, multi -phase planning process to ensure the plan is both visionary and actionable. Council affirmed that while the City had achieved meaningful progress, its planning framework had become too task -oriented. They sought instead a more enduring and aspirational model—one that would express the "why" of city government through long- lasting Strategic Outcomes, supported by focused, measurable Key Activities. Following the Council's direction, department directors convened to translate those Strategic Outcomes into real-world initiatives. Through workshops and collaborative sessions, staff identified projects that strengthen customer service, enhance public safety, modernize operations, and build prosperity across the community. Stakeholder interviews, housing and development assessments, and code review sessions provided additional insight into the challenges and opportunities facing Paris—from housing affordability and workforce alignment to modernizing development processes and improving communication with residents. The result is a Strategic Plan organized around five Strategic Outcomes that directly reflect the City's mission: 1. Serve Citizens with Professionalism and Integrity 2. Promote a Safe Community for All Citizens 3. Promote a Prosperous Community 4. Provide Effective Services 5. Provide an Excellent Quality of Life Together, these outcomes define the City's long-term aspirations, while the Key Activities beneath them establish a clear path for execution over the next three to five years. This structure ensures that the plan is both adaptable and measurable—allowing Paris to respond to change while staying focused on the values and priorities that unite the community. This Strategic Plan represents more than a policy document; it is a commitment. It reaffirms the City's dedication to transparency, collaboration, and continuous improvement, ensuring that every action taken moves Paris closer to its vision of a safe, prosperous, and vibrant community for all.
