04• SWOT Analysis <br />The Council conducted a thorough Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis to <br />establish a foundation for strategic planning. This assessment was remarkably candid and constructive. <br />The Process <br />Facilitated by the Engage Group, the SWOT exercise combined individual reflection, small -group <br />discussion, and full -Council dialogue. Council members were first asked to independently identify internal <br />strengths and weaknesses—those factors within the City's control—and external opportunities and threats, <br />which represent outside forces that could help or hinder future progress. <br />Responses were then consolidated and ranked collectively, using interactive polling to measure areas of <br />consensus and to surface themes requiring deeper discussion. This structured approach encouraged open <br />conversation, ensuring that every Council member's perspective was reflected in the final analysis. The <br />resulting insights became the foundation for developing the City's new Strategic Outcomes. <br />From Insight to Action <br />The candid assessment provided by the SWOT analysis directly informed the development of the five <br />Strategic Outcomes. Each outcome is designed to leverage strengths, address weaknesses, capitalize on <br />opportunities, and mitigate threats. This rigorous internal examination ensured that the City's strategic <br />direction is grounded in reality while aiming for ambitious yet achievable improvements. <br />
