Key Activity 3.3: Site Selection EDC Interface What it is: A coordinated initiative to create a GIS -based, data -driven site selection and business development platform that integrates the City's planning, utilities, and permitting information with the Paris Economic Development Corporation's (PEDC) property inventory. This platform will serve as a shared tool to streamline communication, attract new investment, and support expansion opportunities for existing businesses. The interface will centralize data such as available parcels, zoning, infrastructure readiness, utility capacity, and transportation access. It will also connect directly to PEDC's prospecting activities—providing accurate, real-time information that reduces duplication, improves responsiveness, and strengthens Paris's competitive position for business recruitment. Why now: Paris is poised for regional growth as economic activity continues to expand outward from the Dallas—Fort Worth Metroplex. However, limited coordination and inconsistent data between City departments and PEDC can slow development opportunities or lead to missed prospects. Multiple workshop sessions and stakeholder interviews identified a strong need for predictable, transparent development information—both for internal coordination and for external marketing. By linking GIS data, planning systems, and PEDC outreach, Paris can present a unified, professional front to site selectors, real estate brokers, and industry leaders considering the region. This initiative also builds on the City's broader modernization efforts under the new permitting and iii platforms. What we'll do: • Develop a Shared GIS Site Inventory —Create a joint database of available properties and sites, integrating City GIS layers (zoning, utilities, floodplain, road network) with PEDC's prospect list. • Launch a Public -Facing Interactive Map — Provide an online dashboard allowing businesses, brokers, and site selectors to explore development -ready properties and key infrastructure layers. • Formalize the City—PEDC Interface — Establish monthly coordination meetings between Planning, Engineering, Utilities, and PEDC to review available inventory, project updates, and prospect activity. • Integrate with the City's New Permitting and Development Systems — Real-time visibility into development readiness and Timeline Est. Cost Success Metrics: • Accuracy and Completeness: >_ go% of available commercial/ industrial sites mapped and verified. • Responsiveness: Reduction in average site data turnaround time from days to hours. • Usage: >_ 50 active external users (developers, brokers, site selectors) per quarter within first year. • Economic Impact: Increase in qualified project inquiries, prospect visits, and successfully closed deals tracked by PEDC. Internal Coordination: Monthly City— PEDC data exchange meetings maintained with consistent updates.
