MINUTES OF THE CITY COUNCIL SPECIAL MEETING & WORKSHOP <br />OF THE CITY OF PARIS, TEXAS <br />January 30, 2026 <br />The City Council of the City of Paris met for a special meeting at 1.2:00 p.m. on Friday, <br />January 30, 2026, at the City Council Chamber, 107 Kaufman Street, Paris, Texas. <br />Present: Mayor: Mihir Pankaj <br />Mayor Pro -Tem: Gary Savage <br />Council Members: Rebecca Norment, Alix Putnam and Tracy <br />Attebury <br />City Staff: Rose Beverly, City Manager; Janice Ellis, City <br />Clerk; Stephanie Harris, City Attorney; Rich <br />Salter, Police Chief; M.A. Smith, Chief Operating <br />Officer; and Osai Amo-Mensah, City Planner <br />Absent: Council Members: Shatara Moore and Mickey Ellis <br />Opening Agenda <br />1. Call meeting to order. <br />Mayor Pankaj called the meeting to order at 1:30 p.m. <br />2. Discuss and act on ORDINANCE NO. 2026-002: An Ordinance of the City Council of <br />the City of Paris, Texas, extending the Mayor's Declaration of Local Disaster for Public <br />Health Emergency and Order dated January 24, 2026, for an additional thirty days. <br />City Attorney Stephanie Harris reported that on January 24, 2026, Mayor Pankaj <br />determined from statements and information provided by the Office of the Texas Governor, City <br />of Paris Emergency Management personnel, the Texas Department of Emergency Management, <br />and the National Weather Service that over the next several days, severe winter weather posed <br />an imminent threat of wide spread and severe property damage, injury and loss of life due to <br />prolonged freezing temperatures, heavy snow, icy conditions, and freezing rain. Ms. Harris <br />stated the City did experience extreme cold, freezing rain, snow, sleet, and ice resulting in power <br />outages to the water treatment plant and to residents, downed trees and power lines, water and <br />sewer main breaks, and treacherous roadways into the following week. She also said conditions <br />required significant expenditures of City resources, including but not limited to payment of staff <br />overtime. Ms. Harris explained that in order to try to recoup some of these expenses if FEMA <br />assists, then the City would need to have this in place. Ms. Harris said the 'extension would <br />expire February 28, 2026, at 11:59 p.m. <br />A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by <br />Council Member Norment. Motion carried, 5 ayes — 0 nays. <br />3. Adjournment. <br />
