MINUTES OF THE MAIN STREET ADVISORY BOARD MEETING <br />OF THE CITY OF PARIS, TEXAS <br />January 19, 2026 <br />The MAIN STREET ADVISORY BOARD of the City of Pan's met for a <br />regular session at 4:30 p.m. on Monday, January 19, 2026, at the PARIS CITY <br />COUNCIL CHAMBERS 107 E. KAUFMAN PARIS, TEXAS 75460. <br />Present: Board Members: Kevin Moore, Kim. Kalina, Tyrone <br />Hayden, Mary Hart, Glee Emmite(arrived at 4:37) <br />City Representatives: Cheri Bedford, Main Street Manager <br />Absent: Board Members: Will Walker, Melissa Jones, Karen Dougherty/VCC <br />Representative <br />1. Call meeting to order. <br />Chairman, Kevin Moore, called the meeting to order at 432 p.m. He shared the Vision and <br />Mission statements. <br />Citizen Forum: Ms. Bahn wanted to introduce herself. She has purchased a home near Bywaters. <br />Park. <br />2. Approve minutes from the meeting of November 11, 2025.. A Motion to approve this it was <br />made by Board Member Tyrone Hayden and seconded by Board Member Mary Hart. Motion <br />carried, _5_ayes — —0— nays. <br />3. Receive report/presentation from Businesses applying for Building Improvement <br />Grants. <br />Rebecca Norment applied for a fagade and Building Improvement Grant for a ladies' clothing <br />store she owns downtown. The cost of the repairs ended up being 3 times what they originally <br />thought. A Motion to approve this item was made by Board Member Mary Hart and seconded by <br />Board Member Tyrone Hayden. Motion carried, 5 ayes — —0— nays. <br />4. Committee Reports. <br />A. Workplan Updates from Committee Members: <br />Kevin Moore- Suggests we need to look at Economic Vitality and decide what <br />transfort'national strategy we can focus on. We need to have an understanding. He <br />completed the Vacant Property Report with Cheri. <br />Kim Kalina- attended the city council meeting regarding city-wide strategic planning. <br />Shared the evaluation with Cheri on our progress of transformational goals. Currently <br />involved in Paas Art Movement Meetings to discuss the Art Fair. As far as the Wine <br />Festival, she will continue to assist with social media. <br />Mary Hart- sent a report to Cheri on evaluating our current Toole Plan goals. Attended <br />the meeting in Mesquite and loved the infographic. Art and events- Art Fair will be hosted <br />by the Pan's Area Art Alliance this year. Main Street Will partner with them. She can help <br />plan the Wine Festival as well. <br />
