MINUTES OF THE PLANNING & ZONING COMMISSION <br />SPECIAL MEETING OF THE CITY OF PARIS, TEXAS <br />FEBRUARY 04,2026 <br />The Planning & Zoning Commission of the City of Paris held a special meeting at 5:30 p.m. in the <br />City Hall, Council Chambers, 107 East Kaufman, Paris, Texas. <br />Commissioners Present-: Rochelle Jones,, Adam Bolton, Larry Walker, Paula <br />Portugal, Robert Spain, and Eric Guillot <br />City Representatives: Osei Amo-Mensah- City Planner <br />Triniti Frazier- Planning Technician <br />Steve Hodges- Engineering Technician <br />Stephanie Harris- City Attorney <br />Michael Smith- Chief Operating Officer <br />Rose Beverly- City Manager <br />Commissioners) Absent: Chad Lindsey <br />I Chairman Adam Bolton called the meeting to order at 5 -0 3 0 p.m. <br />2. Citizens' forum. <br />The citizen's forum was declared open. With no one speaking the forum was declared <br />closed. <br />3. Approve minutes from the meeting of January 05, 2026. <br />A motion to approve the minutes was made by Commissioner Larry Walker and seconded <br />by Commissioner Robert Spain. Motion carried, 6 ayes — 0 nays. <br />4. Conduct a public hearing to consider and take action regarding the petition of Michael <br />Brothers, a Texas General Partnership for a zoning change from an Agricultural District <br />(A) to a Commercial District (C) with a Specific Use Permit (SUP) for Trailer Rental or <br />Sales on LCAD 58969. Legal Description: City of Paris, Block 307-B, Lot 5, 3705 N <br />Main St. <br />Stephanie Harris advised due to the inclement weather and closure of the City offices on <br />January 26-27 the meeting agenda was not posted in time to meet the state requirements,, <br />therefore,, this item has been moved to the March 02, 2026 P&Z agenda. The applicant <br />have been notified. The legal notice and property owner notifications will be sent out again. <br />There is no action to be taken at this time. <br />5. Consideration of and action on the Preliminary Plat of the Tower 136 Homes Addition, Lot <br />I & 2. LCAD 16208 & 16209, previously City Block 313 lots 3 & 4, to build single family <br />homes, located at 335 & 245 West Sheri-nan. <br />
