MINUTES OF THE PLANNING & ZONING cmnnss l ON <br />SPECIAL NEETING OF THE CITY OF PARIS, TEXAS <br />FEBRUARY 04, 2026 <br />The Planning & Zoning Commission of the City of Paris held a special meeting at 5:30 p.m. in the City <br />Hall, Council Chambers, 107 East Kaufman, Paris, Texas. <br />Commissioners Present: Rochelle Jones, Adam Bolton, Larry Walker, Paula <br />Portugal, Robert Spain, and Eric Guillot <br />City Representatives: <br />Osei Amo-Mensah- City Planner <br />Triniti Frazier- Planning Technician <br />Steve Hodges- Engineering Technician <br />Stephanie Harris- City Attorney <br />Michael Smith- Chief Operating Officer <br />Rose Beverly- City Manager <br />Commissioner(s) Absent: Chad Lindsey <br />1. Chairman Adam Bolton called the meeting to order at 5:30 p.m. <br />2. Citizens' forum. <br />The citizen's forum was declared open. With no one speaking the forum was declared closed. <br />3. Approve minutes from the meeting of January 05, 2026. <br />Amotion to approve the minutes was made by Commissioner Larry Walker and seconded by <br />Commissioner Robert Spain. Motion carried, 6 ayes 0 nays. <br />4. Conduct a public hearing to consider and take action regarding the petition of Michael <br />Brothers, a Texas General Partnership for a zoning change from an Agricultural District <br />(A) to a Commercial District (C) with a Specific Use Permit (SUP) for Trailer Rental or <br />sales on LCAD 58969. Legal Description: City ofParis, Block 307-B, Lot 5, 3705 N Main <br />St. <br />Stephanie Harris advised due to the inclement weather and closure of the City offices on <br />January 26-27 the meeting agenda was not posted in time to meet the state requirements, <br />therefore, this item has been moved to the March 02, 2026 P&Z agenda. The applicant have <br />been notified. The legal notice and property owner notifications will be sent out again. <br />There is no action to be taken at this time. <br />5. Consideration ofand action on the Preliminary Plat ofthe Tower 136 Homes Addition, Lot 1 & 2, <br />LCAD 16208 & 16209, previously City Block 313 lots 3 & 4, to build single family homes, <br />located at 335 & 245 West Sherman. <br />Steve Hodges presented the preliminary plat to the commission.
