Item No. 1 1 Memorandum TO: Stephanie Harris, CC Rose Beverly FROM: Main Street Hayley Reynolds Cheri Bedford SUBJECT: 2026 ART FAIR AGREEMENT WITH TEXAS DEPARTMENT OF TRANSPORTATION DATE: March 12, 2026 BACKGROUND: The Paris Main Street Advisory Board is partnering with the Paris Area Arts Alliance, and the Plaza Artist Guild, and the Paris Public Libraw to reestablish the Paris Art Fair on May 1 5-16, 2026, in Bywaters Park. This special event will begin with an artist reception andjuried art show at the Gibraltar Hotel on Friday May 15, 2026, and continue on Saturday May 16 from 9:00 a.m. 4:00 p.m. with a community art show, artist booths, poetry, music, free games for children at the library, food trucks, and fun for the family. There will be community wide participation with schools, volunteers, board members, organizations and the artist guild. The committee is planning on utilizing the Bywaters Park, Library parking lot, and the stage behind the library and the Farmers Market. Excitement for this event is being built, and the committee anticipates a good turnout from the public. TXDOT agreement is needed to close S. Main Street between Sherman and Austin for this event. STATUS OF ISSUE: Art Fair committee is requesting permission from the Council to enter into an agreement with the State to close the SH 19/24 during art fair hours. As requested by the TxDOT Paris Area Engineer Noel Paramanantham, RE, City Council must approve a resolution for street closure so we can begin the process of the agreement. The Art fair committee requests a closure for one year on their application to see how it goes, then depending on the success of the event, will request a 5 year agreement in 2027. Hours requested are: 6:00 AM -6:00 PM, Saturday May 16, 2026 South Main Street between Sherman and Austin. BUDGET: NA RECOMMENDATION: Approve a resolution (attached) agreeing to enter in a multi-year agreement for street closure with TxDOT for Festival of Pumpkins
