Item No. 1 1 <br />Memorandum <br />TO: Stephanie Harris, <br />CC Rose Beverly <br />FROM: Main Street <br />Hayley Reynolds <br />Cheri Bedford <br />SUBJECT: 2026 ART FAIR AGREEMENT WITH TEXAS DEPARTMENT OF <br />TRANSPORTATION <br />DATE: March 12, 2026 <br />BACKGROUND: The Paris Main Street Advisory Board is partnering with the Paris Area Arts <br />Alliance, and the Plaza Artist Guild, and the Paris Public Libraw to reestablish the Paris Art Fair on May <br />1 5-16, 2026, in Bywaters Park. This special event will begin with an artist reception andjuried art show <br />at the Gibraltar Hotel on Friday May 15, 2026, and continue on Saturday May 16 from 9:00 a.m. 4:00 <br />p.m. with a community art show, artist booths, poetry, music, free games for children at the library, food <br />trucks, and fun for the family. There will be community wide participation with schools, volunteers, <br />board members, organizations and the artist guild. The committee is planning on utilizing the Bywaters <br />Park, Library parking lot, and the stage behind the library and the Farmers Market. Excitement for this <br />event is being built, and the committee anticipates a good turnout from the public. TXDOT agreement is <br />needed to close S. Main Street between Sherman and Austin for this event. <br />STATUS OF ISSUE: Art Fair committee is requesting permission from the Council to enter into <br />an agreement with the State to close the SH 19/24 during art fair hours. As requested by the <br />TxDOT Paris Area Engineer Noel Paramanantham, RE, City Council must approve a resolution <br />for street closure so we can begin the process of the agreement. The Art fair committee requests <br />a closure for one year on their application to see how it goes, then depending on the success of <br />the event, will request a 5 year agreement in 2027. <br />Hours requested are: 6:00 AM -6:00 PM, Saturday May 16, 2026 South Main Street between <br />Sherman and Austin. <br />BUDGET: NA <br />RECOMMENDATION: Approve a resolution (attached) agreeing to enter in a multi-year <br />agreement for street closure with TxDOT for Festival of Pumpkins <br />
