of the City of Paris to prepare other plans, policies, or strategies related to land use <br />and land use planning as required; and <br />WHEREAS, in September 2001, the City Council adopted a City of Paris, Texas <br />Comprehensive Plan and Future Land Use Map; and <br />WHEREAS, in October of 2018, the City Council adopted the last significant <br />revisions to the Comprehensive Plan and the Future Land Use Plan and has since <br />approved minor revisions thereto; and <br />WHEREAS, the City Council of the City of Paris, Texas, received a petition for <br />amendments to the Comprehensive Plan and Future Land Use Map for the City of <br />Paris from Low Density Residential (LDR) to Retail (R) on LCAD Parcel No. 18277 <br />(5.97 acres), City of Paris Block 259, Lot PT of 14, located on N. Collegiate Drive and <br />Pine Mill Road; and <br />WHEREAS, analysis of the existing conditions of the neighborhood does not <br />support such a change to the Comprehensive Plan and the Future Land Use Map; and <br />WHEREAS, on August 4, 2025, the Planning and Zoning Commission <br />conducted a public hearing on said proposed amendment after notice and <br />publication as required by law, and, following said hearing, made formal <br />recommendation by a 6 ayes -1 nay vote to the City Council to approve said <br />proposed Comprehensive Plan and Future Land Use Map Amendments; and <br />WHEREAS, on March 23, 2026 after notice and publication as required by <br />law, the City Council of the City of Paris held a public hearing to receive input from <br />the citizens of the City of Paris regarding the proposed amendment to the Future <br />Land Use Map and the City Council determined that this amendment should be <br />approved by a vote of with ayes and nays. <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: <br />Section 1. That the findings set out in the preamble to this ordinance are hereby <br />in all things approved and are incorporated herein for all purposes. <br />Section 2. That the Comprehensive Plan and Future Land Use Map for the <br />City of Paris shall be amended from Low Density Residential (LDR) to Retail (R) on <br />LCAD Parcel No. 18277 (5.97 acres), City of Paris Block 259, Lot PT of 14, located on <br />N. Collegiate Drive and Pine Mill Road. <br />
