STATUS OF ISSUE: <br />Whereas a specific land use type is not determined yet, applicant's interest is to rezone the property <br />to commercial use. The request for zoning change at this site location from Single Family Dwelling <br />(SF -2) to Commercial (C) will be compatible with the current zoning in surrounding areas. <br />Invariably, the Future Land Use Map indicates that the property and surrounding areas are guided <br />by Retal (R), however the current zoning and surrounding areas are largely zoned commercial. It <br />is therefore appropriate to rezone the property to commercial now. Nevertheless, it is hopeful that <br />more of the future land uses in this area will follow the Retail District (R) per the Future Land Use <br />Map. This condition allows for the zoning change and compatible with the existing surroundings. <br />All improvements and construction shall conform to the standards required by the City of Paris. <br />Engineering: <br />The GIS Map for the case that was sent out to property owners within the 200 ft radius of the <br />rezoning application was inaccurate and staff missed the change when the notices were sent out. It <br />included the whole LCAD parcel 18277 instead of a part or portion of LCAD 4 18277 being (5.97 <br />acres). This situation also created confusion leading to some residents within the west side of the <br />Springlake Estate Subdivision complaining in opposition to the application. <br />Drainage and Grading Plan will have to meet city requirements during development stages. <br />Buffering Regulations 30-100 Required Landscaping. Property owner shall follow the zoning <br />regulations under the buffer requirements. <br />Applicant has submitted a preliminary plat of the southern portion of LCAD 18277, being phase <br />6 of Lot (613) Block (1) to Planning and Zoning Commission to construct 15 Single Family <br />Dwelling SF -2 new Homes to on the west side of Springlake Estate Subdivision. <br />Street Network Access: There will be no street linking or connecting the properties in question and <br />the existing Springlake Estate Subdivision. <br />ANALYSIS <br />• The land to the North is currently zoned Planned Development (PD) with a request for a zoning <br />change to Commercial (C) (and is guided by Retail -(R) District). <br />• The land to the South is zoned Single Family Dwelling District (SF -2), which is guided by Low <br />Density Residential (LDR) and developed as Single -Family Residential Subdivision. <br />e The land to the East is vacant and zoned Commercial District (C) which is guided by Retail <br />District -(R). <br />• The land to the West is zoned Single Family Dwelling District (SF -2) which is guided by Low <br />Density Residential (LDR) and currently developed as single-family dwellings. <br />The Planning Department has received thirty-one (3 1) input forms that are opposed to the zoning <br />change application from the surrounding propeny owners. <br />The Planning & Zoning Commission recommended approval of the zoning change at its August 4, <br />2025, meeting. Motion carried, 7 ayes 0 nays. <br />
