Memorandum <br />TO: Mayor & City Council <br />Rose Beverly, City Manager <br />Agenda Item No. 8 <br />FROM: Osei Amo-Mensah, Director, Planning & Community Development <br />SUBJECT: Economic Development and Residential Tax Abatement Agreement with Ricardo <br />Alonso — Confia Homes LLC. <br />DATE: April 13, 2026 <br />BACKGROUND: The applicant Ricardo Alonso of Confia Homes LLC has applied for an <br />Economic Development and Residential Tax Abatement Agreement under the 5 in 5 Housing Infill <br />Development Program (the Program) to build a Five (5) Single -Family Dwelling Homes. <br />The Name and Location of the Reinvestment Zone: 2025-1 encompassing the entirety of the <br />corporate limits of the City of Paris, Texas. Properties to be included in the abatement is: <br />• LCAD# 11123, East Park Addition, Block L, Lot 7-9, 1165 NW 16th <br />• LCAD# 11788, Gibbons Park, Block 3, Lot 8, 646 E. Polk <br />• LCAD# 17072, City of Paris, Block 190, Lot 1, 1367 W. Houston <br />• LCAD# 17573, City of Paris, Block 227, Lots 10-A, 1736 E. Cherry <br />• LCAD# 18363, City of Paris, Block 268, Lot E 139.5' of 13, 1230 Johnson St. <br />STATUS OF ISSUE: Staff has reviewed the application and determined that the properties are <br />within the Program Area, and that the proposed improvements meet the criteria for the Program. <br />The proposed agreement, attached hereto, provides incentives under Chapter 380 of the Texas <br />Local Government Code relating to labor fees on water/sewer taps, building plan review, and <br />permitting as well as a residential tax abatement under the authority of Texas Tax Code Chapter <br />312. There are transfers of City of Paris trustee properties. All incentives are provided in the <br />Program guidelines and criteria. Notice of the Council's consideration of the tax abatement was <br />duly posted at least 30 days prior to this meeting as required by law. <br />BUDGET: The total estimated value of the Improvement to be constructed on the above - <br />referenced parcels is at least: Eight Hundred Thousand and No/100 Dollars ($800,000.00). <br />Discounts on the fees are mentioned in the program guidelines as described above. The tax <br />abatement will have negligible budgetary impact as the abatement will apply only to the <br />
