MINUTES OF THE CITY COUNCIL WORKSHOP <br />OF THE CITY OF PARIS, TEXAS <br />March 20, 2026 <br />The City Council of the City of Paris met for a special meeting at 3:30 p.m. on Friday, <br />March 20, 2026, at the City Council Chamber, 107 Kaufrnan Street, Paris, Texas. <br />Present: Mayor Pro -Tem: Gary Savage <br />Council Members: Rebecca Norment, Alix Putnam & Tracy Attebury <br />City Staff: Rose Beverly, City Manager; Janice Ellis, City <br />Clerk; M.A. Smith, Chief Operating Officer; and <br />Osai Amo-Mensah, City Planner; & Duke McGee, <br />Building Official <br />Absent: Mayor: Mihir Pankaj <br />Council Members: Shatara Moore & Mickey Ellis <br />The matters to be discussed are: <br />Call meeting to order. <br />Mayor Pro -Tem Savage called the meeting to order at 3:35 p.m. <br />Council Member Norment said she had to leave shortly and asked if the item about <br />donation boxes could be discussed first. Mayor Pro -Tem Savage moved item 3 up. <br />3. Discuss an ordinance for donation boxes. <br />City Manager Rose Beverly said in absence of City Attorney Stephanie Harris, she would <br />try to answer their questions, but she was not an attorney. Ms. Beverly explained that the City <br />of Arlington adopted an ordinance dealing with these donation boxes, they were challenged, the <br />case went up to a higher Court, and the Court upheld the City's ordinance. She said if they <br />wanted to review the ordinance and permitting requirements, it could be placed on the first <br />meeting in April. <br />Council Member Norment said these boxes were showing up everywhere without <br />permission and were not from the Paris area. Building Official Duke McGee said they could <br />prohibit placement of boxes on public property and could regulate those placed on private <br />property. It was a consensus to place this item on the agenda at the first meeting in April. <br />2. Discuss code adoption of building regulations and fee structures. <br />Building Official Duke McGee depicted a slide show explaining why building codes <br />mattered and stated the primary reason was safety. He provided a draft of the proposed local <br />amendments to the building codes which included deletion of some fees, addition of other fees <br />
