MINUTES OF THE CITY COUNCIL WORKSHOP <br />OF THE CITY OF PARIS, TEXAS <br />April 13, 2026 <br />The City Council of the City of Paris met for a special meeting at 4:30 p.m. on Monday, <br />April 13, 2026, at the City Council Chamber, 107 Kaufman Street, Paris, Texas. <br />Present: Mayor: <br />Mayor Pro -Tem <br />Council Members <br />City Staff: <br />Absent: Council Member <br />The matters to be discussed are: <br />Call meeting to order. <br />Mihir Pankaj <br />Gary Savage <br />Mickey Ellis, Rebecca Norment, Alix Putnam & <br />Tracy Attebury <br />Rose Beverly, City Manager; Stephanie Harris, <br />City Attorney; Janice Ellis, City Clerk; M.A. <br />Smith, Chief Operating Officer; and Steve <br />Marriott, Finance Director <br />Shatara Moore <br />Mayor Pankaj called the meeting to order at 4:32 p.m. <br />2. Receive presentation of the 2025 audit and discuss. <br />Finance Director Steve Marriott introduced Samantha Tyson with McClanahan and <br />Holmes, certified public accountants. Ms. Tyson reviewed the annual comprehensive report by <br />starting with the independent auditor's report. Next, she pointed out the changes in accounting <br />practices, specifically Gatsby 101. Ms.Tyson moved to the balance sheet, which includes all <br />asset and liabilities. She also reviewed the revenue and expenses, capital funds account and <br />projects, the budget to actual, total revenues, fudiciary funds, and compensated absences. Ms. <br />Tyson explained the government letter was communication to the Council and City Management <br />provided by McClanahan and Holmes, which concluded the audit she reported everything was <br />in order. <br />City Manager Rose Beverly expressed appreciation to Finance Director Steve Marriott, <br />Assistant Finance Director Myra Rogers, and Ms. Tyson for all their hard work and getting the <br />audit done ahead of schedule. Mr. Marriott said Jackie Iltis and Raquel McIntyre were both a <br />big help. <br />Adjournment. <br />There being no further business, Mayor Pankaj adjourned the meeting at 4:55 p.m. <br />
