MINUTES OF THE REGULAR CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />April 13, 2026 <br />The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday, <br />April 13, 2026, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: Mihir Pankaj <br />Mayor Pro -Tem: Gary Savage <br />Council Members: Mickey Ellis, Rebecca Norment, Alix Putnam and <br />Tracy Attebury <br />City Staff: Rose Beverly, City Manager; Stephanie Harris, <br />City Attorney; Janice Ellis City Clerk; Steve <br />Marriott, Finance Director; M.A. Smith, Chief <br />Operating Officer; Danny Rowell, Director of <br />Utilities, Steve Hodges, Engineering Department <br />Manager; and Duke McGee, Building Official <br />Absent: Council Member: Shatara Moore <br />Opening Agenda <br />Call meeting to order. <br />Mayor Pankaj called the meeting to order at 5:30 p.m. <br />2. Invocation. <br />Council Member Ellis gave the invocation. <br />3. United States Pledge of Allegiance & Texas Pledge of Allegiance. <br />City Council led the United States Pledge of Allegiance and the Texas Pledge of <br />Allegiance. <br />4. Citizens' forum. <br />James Belcher — he said he worked for code enforcement for over five years, and the <br />department had become pro -active instead of re -active. He also said the best code enforcement <br />officer the City ever had was Shirley Savage. He also said he had done a lot of free work for the <br />City. <br />Alvin Atwood, 2419 Bonham — he said he need approval to do work at the lake but <br />needed to be able to hire employees. He also said the water at Lake Gibbons was cleaner than <br />
