Regular Council Meeting <br />April 13, 2026 <br />Page 3 <br />Lisa Archer, chairperson of the Lamar County Historical Commission introduced Marvin <br />Gorley. Mr. Gorley gave the history of Lake Crook, which included Lake Crook Park was <br />established in 1933 and the lake was the primary water source for forty years. Mr. Gorley said it <br />deserved a historical marker but first needed a resolution approved by City Council allowing a <br />marker be placed on city property. <br />A Motion to approve this item was made by Council Member Putnam and seconded by <br />Council Member Norment. Motion carried, 6 ayes — 0 nays. <br />10. Receive presentation of the 2025 Audit and discuss. <br />Mayor Pankaj said the Council had a workshop immediately prior to this meeting and <br />went over the audit in depth. He also said the City received a clean bill of health, and that the <br />audit was posted online. <br />11. Receive presentation from Building Official Duke McGee about the building department. <br />Building Official Duke McGee stated the mission was to safeguard the public by <br />promoting safe construction practices, enforcing building, zoning and construction codes, and <br />providing professional, responsive service to the community. He said they strived to support <br />responsible growth and development while maintaining high standards of safety, quality and <br />accountability. Mr. McGee covered major hurtles and issues, the "date integrity" summary, <br />solutions, a 2 -year impact matrix (accounting for recovery), plan review transformation, <br />residential plan review, commercial plan review, workload comparison, permits issued FY2024- <br />FY2025, the Building Department's impact on budgeting, safety, and community well-being. <br />He pointed out that before plan review transformation residential review time was 14 days and <br />now it was 3 days and that commercial review time was 28 days but now 14 days. Mr. McGee <br />said the key benefits were to save lives, lower insurance, improve disaster resilience, ensure <br />accessibility, and increase property value. He also said the strategic modernization plan included <br />continuing software integration, continue, and expand educational outreach, departmental IAS <br />accreditation, and to implement and enforce Annual Safety Programs. <br />Mayor Pro -Tem Savage said he appreciated seeing the difference in improving <br />efficiency. Mayor Pankaj echoed Mayor Pro -Tem Savage's remarks. <br />12. Discuss an Ordinance for donation boxes and provide direction to Staff. <br />City Attorney Stephanie Harris said she knew a lot of Council Members were getting <br />complaints about the donation boxes that had popped up everywhere, and without any identifying <br />markers on them. She explained she had drafted an ordinance that mirrored the City of <br />Arlington, which had already been vetted in the courts. She said the ordinance required each <br />donation box to have a permit, and regulated the location of boxes, setbacks, signage, <br />construction materials, size, and appearance of boxes. Ms. Harris said if Council wished to move <br />forward with this, she could bring back an ordinance for them to vote on at their next meeting, <br />
